Certificate of Employment

Certificate of Employment (COE) is a document issued by an employer that certifies a current or former employee's work history, including the dates of engagement, termination of employment, and the position or positions held.

Under Philippine labor law, the COE is defined by DOLE Labor Advisory No. 06-20 as "a certificate from the employer specifying the dates of an employee's engagement and the termination of his/her employment and the type or types of work in which he/she is employed."

Key Components

A valid Certificate of Employment in the Philippines must contain:

  • Employee's full legal name as registered with government agencies
  • Position or job title held during employment
  • Employment dates (start date and end date, if applicable)
  • Company name and address
  • Company letterhead with official logo
  • Authorized signatory (usually HR Manager or authorized officer)
  • Date of issuance

How It Works

The COE issuance process follows these steps:

  1. Employee Request: The employee submits a verbal or written request to their employer or HR department. No formal written request is required under DOLE regulations.
  2. Verification: HR verifies the employee's records including employment dates and positions held.
  3. Issuance: The employer must issue the COE within three (3) days from the request date per DOLE Labor Advisory No. 06-20.
  4. Delivery: The document is provided to the employee on official company letterhead with proper signatures.

Current employees and ex-employees have equal rights to request a COE. There is no limitation on when former employees may request this document.

Pros & Cons

Advantages:

  • Legally mandated document that employers cannot refuse to issue
  • Serves as official proof of employment history
  • Required for housing loan applications and property purchases
  • Validates income capacity for client onboarding in real estate transactions

Limitations:

  • Does not prove salary or compensation amounts
  • Cannot establish employer-employee relationship on its own
  • Does not include performance evaluation or reason for separation

Real-World Application

In Philippine real estate transactions, the Certificate of Employment serves as a critical document for verifying a buyer's employment status and income capacity. When employed individuals apply for housing loans or purchase pre-selling properties, developers and financing institutions require the COE as part of the KYC documentation package.

During the client onboarding process, real estate brokers collect the COE alongside other income verification documents such as payslips and the Income Tax Return. The COE confirms:

  • The buyer has stable employment
  • The buyer's declared job title matches official records
  • The employment tenure supports loan eligibility requirements

For bank financing approvals, most Philippine banks require a COE dated within the last 30 days. The COE is typically submitted together with the Buyer Information Sheet and Reservation Agreement during the sales booking process.

  • Income Tax Return - Alternative proof of income document for self-employed buyers
  • KYC - Know Your Customer verification process requiring income documentation
  • Client Onboarding - The document collection and verification workflow in real estate sales
  • Buyer Information Sheet - Required form capturing buyer details including employment information
  • Reservation Agreement - Initial contract requiring proof of income documentation
