Professional Regulation Commission

Professional Regulation Commission (PRC) is a government agency attached to the Department of Labor and Employment (DOLE) that regulates and supervises the practice of 43 regulated professions in the Philippines.

The PRC ensures that only qualified and licensed individuals practice their respective professions. For the Philippine real estate industry, this means all real estate brokers and salespersons must hold valid PRC licenses before conducting any real estate service activities.

Core Mandate

The PRC operates under Republic Act No. 8981, also known as the "PRC Modernization Act of 2000." Its primary functions include:

  • Administering, implementing, and enforcing regulatory policies for all regulated professions
  • Supervising the registration, licensure, and practice of professionals
  • Conducting licensure examinations through its various Professional Regulatory Boards
  • Issuing Professional Identification Cards (PIC) to licensed practitioners
  • Investigating and adjudicating complaints against licensed professionals

Key Services

The PRC provides the following services to professionals:

  • Licensure Examinations — Schedules and administers board exams for 43 professions, including real estate service practitioners
  • Initial Registration — Processes first-time license applications for exam passers
  • License Renewal — Handles renewal of Professional Identification Cards every three years
  • Verification and Authentication — Issues certifications, board ratings, and authentication of licenses
  • Continuing Professional Development (CPD) — Monitors compliance with CPD requirements under RA 10912

PRC and Philippine Real Estate

For real estate practitioners, the PRC works closely with the Professional Regulatory Board of Real Estate Service (PRBRES). This board was created under RA 9646 or the Real Estate Service Act (RESA Law).

You need a valid PRC license to legally perform the following activities:

  • Brokering real estate transactions
  • Selling properties as a salesperson
  • Appraising real estate values
  • Consulting on real estate matters
  • Managing real estate assets

Operating without a PRC license violates the RESA Law and may result in penalties, including fines and imprisonment.

Jurisdiction

The PRC maintains its main office in Manila and operates regional offices across the Philippines:

  • Main Office — P. Paredes St., Sampaloc, Manila
  • Regional Offices — Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legazpi, Lucena, Pagadian, Tacloban, Tuguegarao, and Zamboanga

All real estate practitioners, regardless of location, must register and renew their licenses through these PRC offices or via the PRC Online Services portal.
