Real Estate Assessor

A Real Estate Assessor is a local government official responsible for the appraisal and assessment of all real properties within a specific city or municipality, primarily for taxation purposes.

Core Mandate & Responsibilities

Appointed under the provisions of the Local Government Code (R.A. 7160), the City or Municipal Assessor heads the assessor's office. Their primary duty is to establish a systematic and fair method of valuing properties for the purpose of levying Real Property Tax (RPT).

Key responsibilities include:

  • Discovery and Listing: Identifying all real properties within their jurisdiction and ensuring they are listed on the assessment rolls.
  • Appraisal and Assessment: Valuing each property and determining its "assessed value," which is a percentage of its fair market value.
  • Tax Mapping: Preparing, installing, and maintaining a system of tax maps to ensure all properties are geographically accounted for.
  • Issuing Tax Declarations: Preparing and issuing the Tax Declaration, a document that contains the assessed value of a property and serves as the basis for tax computation.

Assessor vs. Appraiser: What's the Difference?

While both roles involve property valuation, their purpose and authority are distinct. This is a critical distinction in the Philippine real estate industry.

  • Real Estate Assessor: A government official focused on valuation for taxation. They determine the assessed value which is used to calculate the annual Amilyar (Real Property Tax).
  • Real Estate Appraiser: A private professional licensed by the PRC. They determine the fair market value for various purposes like sales, mortgage lending, or investment analysis.

In short, an assessor tells the government what your property is worth for tax purposes, while an appraiser tells you what your property could sell for on the open market.

Relevance to Property Owners

The work of a Real Estate Assessor directly impacts every property owner's financial obligations to the local government. The valuation they provide is a key component in calculating the annual property tax due, making their role fundamental to local government finance and property ownership.
